The State Children’s Health Insurance Program (SCHIP) was created by Congress in 1997 and is funded by both the federal government and the states. The policy context in which the program was enacted is explained here. SCHIP is designed to help states expand the provision of child health insurance to uninsured, low-income children. At the federal level, SCHIP is administered by the Department of Health and Human Services though the Centers for Medicare & Medicaid Services (CMS). SCHIP is administered by the states within federal guidelines. States have wide discretion in how they administer their SCHIP program.
